ASHPRINGTON PARISH COUNCIL

Minutes of the PARISH COUNCIL meeting on Thursday October 3rd 2024 at 7.30 pm held in Ashprington Village Hall.

Present. Cllr R.Rogers, Cllr L.Stocks, Cllr S.Paterson, Cllr T.Green, Cllr K.Throgmorton, M. Read, Clerk.

1.Declaration of interest in items on the Agenda.

None

  1. Apologies

Cllr. Thompson, M. Pearey, Tree Warden, P. Macey, Cllr Greaves, County Cllr Hawkins, District Cllr McKay.

  1. The minutes of the Parish Council meeting dated September 5th were approved.
  2. Matters arising from the meeting not on the agenda;

Highway Maintenance Community Fund.

Cllrs Stocks and the Clerk reported that the Council’s bid for funding was refused as funds could only be made available for volunteers. Sharon Raggett offered to speak to Cllr Jason Holmes who might be able to assist.

Appointment of new Parish Clerk

The Chair welcomed Sharon Raggett appointed as clerk for Michael Read, the outgoing Clerk who is retiring.

Lengthsman

The Chair announced that he has secured an agreement with Steve Hunt from Cornworthy who will come out on an ad hoc basis to clear drains, buddle holes etc. He should only be used when Cllr Rogers has authorised the transaction. Cllr Stocks mentioned the build up of debris at the bottom of Corkscrew Hill which will be sorted out.

Gov.uk Domain.

Parish Councils have received advice that they should apply for Domain.uk status. Grants of £100 plus VAT might be available for until February 2025. Over 500 councils have already applied. Cllr Paterson and Sharon Raggett will investigate and the Clerk will apply for the grant.

Repair/Remedial work to the Tuckenhay Bus Shelter and War Memorial

The work to the War Memorial will start shortly and to the Bus Shelter when Cllr’s Throgmortons conact is available.

  1. P3 Report

Pam Macey reported that the Crownley permissive footpath has been strimmed by the owner. A large branch obstructing the cycle path at Sharpham has been removed. Cllr Hawkins has agreed to provide £200 from his Locality Budget to allow for improvements to drainage near the footpath to Holly Villas gardens.

  1. County &District Cllr report

Neither councillor could be present therefore no report.

7, Planning

1372/24/LBC Church Cottage, Ashprington. LBC to replace doors to eastern elevation and retrospective consent to rebuild northern chimney stack. Support.

8. Tree Wardens Report
No report received.

  1. Correspondence

South Hams Way – It is proposed to create a walking route through the South Hams called “The South Hams Way” The Clerk will write and wish them well.
Flood Risk – correspondence received suggesting the parish could be at risk. Cllr Throgmorton will update the Parish Plan and respond to the email.
Climate & Nature Symposium
To take place on October 11th. Email forwarded to Sustainable Ashprington to see if they would like to attend.

Treasurers Account -Balance £32.920.95, Cemetery Account – £353.84,P3 Account

£487.71 Attributable to Defibrillator Group – £3.336.56. Attributable to Ash Meadow  £3600.00. Expenditure approved –Clerks Salary July 1st to September 30th – £943.80. Income Tax thereon – £629.20. Parish Expenses for Q3 -£160.20. – Income, Precept second payment -£7043.00. Donation for Defib group from Tractorfest – £800.00 and £25.00.

11 Other Business/Councillors Areas of Responsibility

A green wreath will be supplied by Mike Pearey and the Clerk Has ordered a wreath for the children of the parish to lay. A parishioner will be approached to lay the wreath.

 

The meeting closed at 8.10pm.
