ASHPRINGTON PARISH COUNCIL

Minutes of the PARISH COUNCIL MEETING on Thursday October 5th, 2023 at 7.30pm held in Ashprington Village Hall.

Present: Cllr Rogers {Chair}, Cllr L. Stocks, Cllr S. Paterson, Cllr K. Throgmorton, Cllr. Thompson , Cllr S. Greaves, District, Cllr J. McKay.
Also present: Michael Read, Clerk. No members of the public.

1. Declaration of interest in items on the agenda – None

2. Apologies; Cllr T. Green, M. Pearey, Tree Warden, P Macey, P3 Coordinator, County Cllr J. Hawkins.

3. The minutes of the Parish Council meeting dated September 7th were approved

4. Matters arising from the meeting of September 7th, not on the agenda;

Remembrance Sunday
The Council voted to donate the sum of £200 to the British Legion Poppy Appeal. It was noted that Mike Pearey has agreed to make “Green Wreath”. A parishioner to lay the wreath was nominated and agreed by the Council.
War Memorial
Work on the memorial stone “plinth” is progressing well. A generous donation has been made by a parishioner and funds are to be allocated from the Tractorfest. A further substantial donation is also expected. The remedial work on the memorial itself, was completed “in house” by members of the Parish Council.
Purchase and wording of Commemorative Coronation Plaque
Cllr Stocks had submitted to the Councillors a proposal for the plaque. It would seem that the stonemason made an error with their quotation and as a result the revised quotation is unacceptable. A quote will be sought instead from an alternative source.
Soil Deposits in Tuckenhay
Cllr. Stocks bought this matter to the Council’s attention last month. Requests have been made to DCC and Cllr Hawkins for the removal of the soil to no avail. Cllr Rogers will check out the issue and seek a solution.

5. P3 Report.
Nothing to report.

6.District and County Councillor Reports
County Councillor not present. District Cllr McKay reported that Cllrs are being given an option to consult in the make up of the Corporate Plan for the district.
All comments welcomed. Consideration is to be given for the Community Land Trust to be set up for the district to cut down on bureaucracy. Investigations are underway to improve Planning Enforcement and street cleaning.

8. Planning
31943/23/FUL The Old Bakehouse. Conversion of dilapidated barn into games room on first floor with storage below. Withdrawn by applicant.
2352/23/LBC Tuckenhay House. LBC to rebuild garden retaining wall. Conditional Approval SHDC.
1291/23/HHO/LBC The Stables, Yetson. Two story extension, garage etc. Refusal SHDC.
2962/23/ARC 4 Frogmore Farm. Approval of details reserved by conditions 3, {doors and windows, 4 Rooflights, 5 Timber Cladding of planning consent
3553/21/LBC No Objection.
3270/23/TCA The Old Bakehouse. Bay Tree -Fell and remove due to root ingress into main water run off inlet from the road causing flooding. Support.

9. Correspondence
A letter has been received from Anthony Magnall MP enquiring whether the police might access the Village Hall if required. The Clerk was instructed to reply.

10. Finance. Treasurers Account -Balance £31799.44. Cemetery Account –
£353.84, P3 Account – £487.71. A/cs Approved and Payable- Clerks Net Salary, Q3- £883.80, Tax thereon -£589.20 & Parish Expenses. £160.69. British Legion – £200.00 Income – 2nd precept payment – £6293.00.

11. Other Business/Councillors Areas of Responsibility.

Cllr Throgmorton reported that the Tractorfest was extremely successful. Over 500 people attended on a glorious sunny day. There were 50 exhibits and 6
concessions selling food and drink. Over £2000 was raised all to go to good causes, the Defibrillator Group, War Memorial appeal, Ash Meadow and Chernobyl Children. It is already planned to hold another event in 2024. (10th of July)

Cllr Throgmorton reported that a grit bin has been donated and will be located in Tuckenhay near Corkscrew hill.

Next Council meeting will be on Thursday November 2nd, 2023 at 7.30pm in the
