Minutes of the Meeting Held Thursday 6th March 2025 @ Ashprington Village Hall – 7.30pm
1) Open Forum – no points raised.
2) Present Cllr R Rogers (Chairman), Cllr K Throgmorton, Cllr P Thompson, Cllr S Paterson, C Cllr J Hawkins, D Cllr J Mckay.

5) Previous Minutes
Minutes of the meeting held Thursday 6th February 2025.
The above minutes have been circulated and read. One amendment – 7b) Devolution proposal date 28th Nov 2025. Proposed by Cllr S Paterson and seconded by Cllr P Thompson with all in agreement. Duly signed by the Chairman.
6) Matters Arising
a) Thermal Imaging Camera Loan – Cllr L Stocks reported that 5 parishioners had shown an interest in the Camera Loan.
b) SHDC – Community Assets List – this has now been finalised and a copy sent to SHDC, also to Cllr K Throgmorton to keep with the Emergency Plan.
c) VE Day 80th Anniversary – 8th May 2025 – Cllr S Greaves will be consulted to see whether anything can be planned.
d) Post Box at Bow Bridge – The door to the Post Box was taken away 2 years ago, the Post Office to be contacted to see whether this can be replaced as currently there is no post box which can be used.
7) Reports.
a) County Councillor – J Hawkins – DCC budget has been fixed to the maximum amount that can be increased without a referendum, Adult & Childrens services and Highways will both have more funding.
b) District Councillor – J Mckay – Devolution proposals to go to the secretary of state this week. SHDC Budget currently being considered.
c) Ash Meadow Recreation Ground – no report given.
d) Tree Warden – nothing to report.
e) P3 Co-Ordinator –
1) Bridge and works at Crownley Wood – this is to be completed shortly with the help of Tractor Fest committee. Cllr Rogers will collect the stakes and any other materials needed.
2) Works to Footpath – away Gardens, Ashprington – some gravel to be purchased to stone this path, Kathy Green will order the stone from Interline with the invoice to go to the Parish Council for payment.
3) Pam Macey confirmed that the annual survey forms are currently being completed to be returned to DCC.
f) Defibrillator Group – Cllr S Paterson reported – The Electric to the Tuckenhay defib has been restored. Community Heartbeat Trust has some good plans afoot in the future. The emergency phoneline in the telephone box has been cut off, this may not be reinstated by BT Business who are not now maintaining phone lines for free. South west ambulance trust app is being discussed, further details to come in the future.
g) Emergency Plan – nothing to report.
h) Village Hall – Cllr L Stocks reported by email – At the committee meeting on 19th February Rosemary Gifford resigned as she has moved away from the village. She was warmly thanked for all of her work in the past and best wishes were sent to her. Finances to the end of December show a spending of just over £5,000 above income but this was accountable for the purchase and installation of a new boiler. The new boiler is proving to be much more efficient than the old one and should bring further savings. Pat Read, along with Rosemary Gifford will no longer be responsible for managing the hall bookings. Pat has undertaken this role for 8+ years and she was thanked for all of her work for the Village Hall. She has agreed to train3 committee members who will share this role. A fun quiz night has been arranged for 7.00pm on Friday 4th April in the hall. BYO drinks, glasses and nibbles. Entry fee – £5.00pp, maximum 6 people per table. The summer lunch will be held on Saturday 7th June, 12.30pm for 1.00pm. Tickets £17.00 for adults, £8.00 for under 12’s. The idea of promoting the hall for Pickleball will be considered after a decision is made on the refurbishment of the hall floor after which the line markings could be put down. The AGM will be held on 22nd May ay 7.00pm in the hall.
i) Dart Harbour Commissioning Group – Cllr P Thompson reported – meeting next week on the 13th March, Dart Harbour Master Plan document will be circulated to Cllrs, any river users and interested parties need to bring items to the meeting which need raising.

c) Conditional Approval – Application no 2310/24/FUL – Lower Sharpham Barton Farm TQ9 7DX – Construction of a Farm Managers Dwelling.
d) Cert of Lawfulness Certified – Application no 3932/24/CLB – Hillside, Ashprington TQ9 7UP – Certificate of lawfulness for proposed works to a Listed Building for re-pointing works.

a) Gritter has been coming through the Village during the evening without any problems passing parked vehicles.
