Minutes of the Meeting Held Thursday 2nd January 2025

1) Open Forum – no points raised.
2) Present Cllr R Rogers (Chairman), Cllr S Greaves, Cllr K Throgmorton, Cllr P Thompson, Cllr T Green, Cllr L Stocks.

5) Previous Minutes
Minutes of the meeting held Thursday 12th December 2024.
The above minutes have been circulated and read.
Proposed by Cllr K Throgmorton and seconded by Cllr P Thompson with all in agreement.
Duly signed by the Chairman.
6) Matters Arising
a) Bus Shelter repairs – awaiting better weather for this to be done.
b) Duncannon Lane matters, surface and Dog Fouling – Paul Mcfadden DCC has replied, he confirmed he is speaking to his line manager before making a decision on a site visit to look at the surface of the footpath. New Dog Bin has arrived and will be fitted shortly, this will hopefully help to encourage people to pick up after their Dogs.
c) SHDC Parking charges consultation – Cllr P Thompson reported she has spoken to some Parishioners, most are against it, they would rather an increase all round than just for visitors to the South Hams as this would be detrimental to the towns. Cllrs were in agreement that this should be the comments from the Parish Council.
d) Thermal Imaging Camera Loan – Cllr L Stocks reported – SHDC are offering this up for loan, it can be hired by Councils or Community groups for 2 weeks, several properties can be looked at during this time. Some posters will be put up, also on website, facebook and Parish mag to ask if Parishioners would be interested in looking at where they are losing heat in their homes, if a positive response is received Cllr Stocks will go ahead and arrange the hire. All cllrs in agreement with this proposal.
e) SHDC – Community Assets List – carried forward to the next meeting
7) Reports.
a) County Councillor – no report given.
b) District Councillor – no report given.
c) Ash Meadow Recreation Ground – no report given.
d) Tree Warden – nothing to report.
e) P3 Co-Ordinator – Pam Macey confirmed she will complete the end of year surveys for DCC, Cllr Green & Greaves will look at the bridge at Crownley Woods and estimate some prices for materials and labour – the upright rails and rope handrail needs replacing.
f) Defibrillator Group – no meeting held.
g) Emergency Plan – Cllr K Throgmorton requested 12no road traffic cones, all Cllrs inagreement – purchase cost £90.
h) Village Hall – no meeting held
i) Dart Harbour Commissioning Group – Cllr P Thompson reported that she had attended a recent meeting, the full minutes can be found on the Parish Council website.
8) Planning Applications / Matters.
Applications received from South Hams District Council –
a) Application no 2310/24/FUL – Lower Sharpham Barton Farm TQ9 7DX –Construction of a farm managers dwelling. Cllr R Rogers has declared an interest. Vice-Chairman – Cllr S Greaves took the chair – Cllr L Stocks reported – noted that SHDC have put in an objection to the drainage as not enough information has been given on this, proposed by Cllr P Thompson to support the application in principle provided that SHDC are satisfied with the drainage and other conditions which they have asked for more information on. All Cllrs in agreement.
Decisions received from South Hams District Council –
a) Tree Works Allowed – Application no 3484/24/TCA – Springbank, Tuckenhay TQ9 7EQ – Works to trees in Conservation Area, T1 & T2 Common Spruce, T3 & T5 Flaky Juniper, T4 & T6 White Cedar.
b) Tree Works Allowed – Application no 3588/24/TCA – Ashprington Court TQ9 7UW –Tree Works in a Conservation Area – T4 Beech & T5 Copper Maple.
c) Prior Approval required and refused – Application no 3093/24/PDM – Higher Sharpham Barton Farm TQ9 7DX – Application to determine if prior approval is required for a proposed change of use of agricultural building to 5 no dwellings C3.
9) Correspondence – none.
10) Highways
a) Road Markings – white lines at Bowden Pillars in the centre of the Road – Cllr Greaves requested these and asked if DCC can be chased to see if they can be done, the Clerk to ask Lisa Edmonds – DCC.
b) Bow Hill – blocked drains have been reported on the DCC website.
11) Finances.
Precept 2025/2026 – proposed figure for next year – £14,800 all Cllrs in agreement.
