ASHPRINGTON PARISH COUNCIL
Minutes of the Meeting Held Thursday 6th February 2025 @ Ashprington Village Hall – 7.30pm

1) Open Forum – no points raised.
2) Present Cllr R Rogers (Chairman), Cllr K Throgmorton, Cllr P Thompson, D Cllr T Green, Cllr L Stocks, Cllr S Paterson, C Cllr J Hawkins, D Cllr J Mckay.
Attended by – Pam Macey (P3), Ian Bentlett (Ash Meadow)
3) Apologies Cllr S Greaves
The Chairman confirmed that Cllr Greaves would be on long term absence for the forthcoming meetings – the Parish Council send him their best wishes.

4) Declarations of Interest
Item 8a) Cllr R Rogers has declared an interest.

5) Previous Minutes
Minutes of the meeting held Thursday 2nd January 2025.
The above minutes have been circulated and read.
Proposed by Cllr K Throgmorton and seconded by Cllr L Stocks with all in agreement. Duly signed by the Chairman.

6) Matters Arising
a) Duncannon Lane matters, surface and Dog Fouling – Cllr Greaves had reported by email that now the Dog Bin has been put in its being used by Dog Walkers so there is very little mess left in the lane.
DCC – Paul Mcfadden has spoken to C Cllr J Hawkins and confirmed he will be looking to provide a path along one side of the Lane. A timescale for this to be done is unknown at present.
b) Thermal Imaging Camera Loan – Cllr L Stocks reported that 3 residents have expressed an interest in using the Camera, she would like to go ahead and hire this on behalf of the Parish Council, all Cllrs in agreement for this to go ahead.
c) SHDC – Community Assets List – draft to be sent around to Cllrs for amendment before being sent to SHDC.

7) Reports.

a) County Councillor – Cllr J Hawkins reported – there will now be DCC Elections in May 2025. SWWA coming back for another meeting and a South Hams Summit is planned in May.

b) District Councillor – Cllr J Mckay reported – Devolution – DCC elections will be going ahead in May as Devon is not on the fast track list for a unitary authority – November 28th is the date when a proposal needs to be made to the Secretary of State.
Carparking – permit system for South Hams Residents is going ahead, this will be reviewed in 6 months to see if there has been any negative impact on residents and businesses. Baltic Wharf application for building has been refused. South Hams Community Action group has now finished because of lack of funding. SWWA – lots of environmental problems at the moment which are being dealt with. Money left in Environmental Impact fund which can be applied for.

c) Ash Meadow Recreation Ground – Ian Bentlett reported as follows:-
• Minor safety issue with exercise walker being addressed – cost £60.
• Closure of CIC will follow transfer of our funds to PC at our year end – March 2025.
• New electrics to container proceeding cost circa £1395.
• Unannounced SHDC increase in mowing from £50 per mow to £336 per mow (Ex VAT) is being addressed.
• Need to complete new concrete support fencing for compost area in accordance with funding requirements
• Compost site access abuse and material abuse being addressed.
• Orchard area maintenance and future management processes associated with wildlife retention and mowing methods – potential agreement to be presented to committee at next meeting
• Next planned event is Tractor fest on 19th July 2025.
• Finances in good order but concern over unprecedented SHDC charges for mowing may impact on future plans

d) Tree Warden – nothing to report.

e) P3 Co-Ordinator.
1) Bridge and works at Crownley – Pam Macey reported that Cllr Rogers and Cllr Throgmorton will do the repairs to the footpath. National Trust also organising some more work parties. P3 forms will be done by March.
2) Works to Footpath – away Gardens, Ashprington – a further £200 has been offered from Cllr Hawkins DCC Locality fund – this to be applied for, volunteer gang to be got together to lay the gravel for the new path.

f) Defibrillator Group – Cllr S Paterson – some figures going forward for costs have been circulated as eventually the defibs will need to be replaced. The Parish Council have agreed £500 out of next years budget, but going forward after this more funding may be needed. The Parish Council agreed to make a contribution and will not let the Defibs go under and make sure they are always maintained going forward. This will require further discussion when setting the 26/27 Precept in January 26.

g) Emergency Plan – Cllr K Throgmorton confirmed that the new Cones have arrived, some more equipment will be purchased and the CCD grant will be applied for.

h) Village Hall – no meeting held.

i) Dart Harbour Commissioning Group – no meeting held.

k) Climate Emergency – item raised by Cllr Greaves who is not in attendance.

8) Planning Applications / Matters.

Applications received from South Hams District Council –
a) Application no 3809/24/FUL – Mr R Rogers – Land at SX 805583 – Temporary agriculturalworkers dwelling. Cllr R Rogers declared and interest and left the room. Cllr K Throgmortontook the Chair – Proposed by Cllr L Stocks to support the application, seconded by Cllr P Thompson with all in agreement.
b) Application no 0154/25/TCA – Tanglewood, Ashprington TQ9 7UW – Works to Sycamore Trees. Application Supported – all in agreement.
c) Application no 4028/24/HHO & 4027/24/LBC – The Old Farmhouse, 2 Frogmore Farm TQ9 7UL – Listed building consent for rear single storey sunroom extension. Application Supported – all in agreement.

Decisions received from South Hams District Council –
a) No Objections – Application no 3485/24/TCA – Tree Works in a Conservation Area – Springbank, Tuckenhay TQ9 7EQ.
9) Correspondence – none.
10) Highways
a) Road Markings – white lines at Bowden Pillars in the centre of the Road – DCC have confirmed that these are on the list of items to do. No time scale has been given but its likely to be a while before they are done.
11) Finances.
