Minutes of the Meeting Held Thursday 12th December 2024
@ Ashprington Village Hall – 7.30pm

1) Open Forum – no points raised.

2) Present Cllr R Rogers (Chairman), Cllr S Greaves, Cllr K Throgmorton, Cllr S Paterson, Cllr P Thompson, D Cllr J Mckay, C Cllr J Hawkins, Cllr T Green, Cllr L Stocks.

4) Declarations of Interest
Item 8c) Cllr S Paterson has declared an interest.

5) Previous Minutes
Minutes of the meeting held Thursday 7th November 2024.
The above minutes have been circulated and read.
Proposed by Cllr P Thompson and seconded by Cllr S Paterson with all in agreement. Duly signed by the Chairman.

6) Matters Arising
a) Bus Shelter repairs – still to be done when the weather is better.
b) Remembrance Sunday 10th November – report on the event – Cllr S Greaves reported, event went well, piper, bugler and a Chelsea Pensioner were present. Wreaths – 12 wreaths were given and this years will be reused and recycled for next year with a Donation still be given to the RBL. Cllrs thanked Cllr Greaves for organising a great day.
c) Duncannon Lane – Signage for Dog Fouling – SHDC Dog Warden is going to look at the lane for extra signage. Bin in Village by the Bus Shelter – SHDC to be asked how often this is emptied as people also put Dog waste in it. Chalk Paint has been ordered for Cllr Greaves to mark any Dog Fouling and a Dog Bin is to be put in Duncannon Lane – Cllr Greaves confirmed he is happy to empty this on a regular basis. All Cllrs in agreement that a bin be ordered.

7) Reports.
a) County Councillor – Cllr J Hawkins reported – Water summit meeting has been held in conjunction with other local authorities and the environment agency, the monitoring of South West Water was discussed and the role the environment agency undertakes in making them adhere to their duties as a water authority, pollution and bathing water being particular issues. Devolution – combined authority still looks like its going ahead – 21st February is the date when this will be created, the government still wants to continue with devolution further.
b) District Councillor – Cllr J Mckay reported – SHDC car parking charges consultation is now live, this may prove to be way to complicated to manage as they are proposing a lower charge for residents of the South Hams and a higher charge for non-residents. Raising the charges across the District for all car park users may be a easier and more manageable solution. Also attended the Water Summit today – SWWA needs to be chased about matters which have been raised. Budget process currently taking place. Revised NPPF has been released today, all new planning applications have to be looked at in relation to this document. Rural services grant from main government has been withdrawn for SHDC. Devolution White Paper will be out before Christmas.
c) Ash Meadow Recreation Ground – Chairman – Cllr R Rogers reported that the Company is now being closed, the final bank balance will then be transferred over to the Parish Council who will then deal with all the finance related items.
d) Tree Warden – nothing to report.
e) P3 Co-Ordinator – Annual survey forms to be sent to Pam Macey for completion and return to DCC.
f) Defibrillator Group – Cllr S Paterson reported – quiz night raised £180 – many thanks to the Durrant Arms for organising this.
g) Emergency Plan Group – nothing to report.
h) Village Hall – Cllr L Stocks reported – no meeting held, winter lunch was very successful.
i) Dart Harbour Commissioning Group – carried forward to the next meeting.

8) Planning Applications / Matters.

Applications received from South Hams District Council –
a) Application no 3484/24/TCA – Springbank, Tuckenhay TQ9 7EQ – Works to Trees, T1 & T2 – Common Spruce, T3 & T5 Flaky Juniper, T4 & T6 White Cedar. No objections from the Parish Council.
b) Application no 3485/24/TCA – Springbank, Tuckenhay TQ9 7EQ – Works to Trees T1 – Red Western Cedar. No objections from the Parish Council.
c) Application no 3588/24/TCA – Ashprington Court TQ9 7UW – Works to Trees – T4 Beech, T5 Copper Maple. Cllr Paterson has declared an interest. No objections from the Parish Council.

Decisions received from South Hams District Council –
a) Prior Approval Not Required – Application no 3430/24/AGR – Land at SX805 583 Ashprington – Proposed Agricultural grain storage building 48.76m x 30.48m x 10.17m (height to ridge).
b) Conditional Approval – Application no 1372/24/LBC – Church Cottage, Ashprington TQ9 7UP – Listed building consent to replace timber double doors to eastern elevation with timber double glazed doors and retrospective consent to rebuild the northern chimney stack.

9) Correspondence
a) Community Assets List for SHDC – carried forward to the next Agenda.
b) Bathing Water reforms consultation – closes 23rd Dec – Cllr P Thompson will look at this online.
c) South Hams Community Action – Funding Request – Cllrs agreed not to support this at the present time.
d) Letter regards Duncannon Lane, Ashprington – Chairman – Cllr R Rogers confirmed that the letter had been circulated to all Cllrs prior to the meeting. The potholes along from Holly Villas should be looked at, this is a footpath and DCC – Paul Mcfadden will be asked if he can attend a meeting in early January 25 with the Chairman and C Cllr Hawkins to see if anything can be done. Another item mentioned in the letter is the works being carried out to the Barn on the Sharpham Estate. The Chairman confirmed he has spoken to the estate – the Barn roof is being replaced & the Barn re-pointed, this is general maintenance no Planning Permission is required. The car park which is mentioned has always been there but some hard standing has recently been put down to improve the surface.

10) Highways
a) Bow Hill – Cllr L Stocks reported that the drains again are awash with water and need unblocking – this will be reported on the DCC website.
b) Gritter Route – Cllr K Throgmorton reported that he met with the gritter, cars had been parked which made it difficult for him to get through, some residents had been asked to move cars on the second day. Cones are put out to make sure essential services can get through and more cones have been put out asking residents to keep clear.
c) Signs which have been put on the wall to stop parking – Parishioner to reclaim for this £16 – Parish Council all in agreement to pay for this.

11) Finances.
Precept 2025/2026 – items for attention to be discussed at the next Parish Council meeting.
