ASHPRINGTON PARISH COUNCIL
Minutes of the Meeting Held Thursday 3rd April 2025 @ Ashprington Village Hall – 7.40pm following the Annual Parish Meeting

1) Open Forum – no points raised.
a) Away Gardens Path – Kathi Green was present – many thanks to the volunteers who have helped put down the new gravel, they are part way across and another 2 bags will be ordered to finish this off.

2) Present Cllr R Rogers (Chairman), Cllr P Thompson, Cllr S Paterson, C Cllr J Hawkins, Cllr S Greaves, Cllr L Stocks, Cllr T Green.
Attended by – Pam Macey (P3), 1 member of the Public.

3) Apologies Cllr K Throgmorton, D Cllr J Mckay.

4) Declarations of Interest.
Items 8a) Cllrs Rogers & Paterson have declared an interest.

5) Previous Minutes
Minutes of the meeting held Thursday 6th March 2025.
The above minutes have been circulated and read. One amendment – 7f) BT may not now be maintaining phone lines for free.
Proposed by Cllr S Paterson and seconded by Cllr P Thompson with all in agreement. Duly signed by the Chairman.

6) Matters Arising
a) Thermal Imaging Camera Loan – Cllr L Stocks reported that although she had booked the camera with SHDC it was unavailable, as the weather is now improving it may not be the best time to hire it out but some Parishioners are still interested in having it.
b) VE Day 80th Anniversary – 8th May 2025 – A coffee morning is being held and the WI are doing cakes, some bunting will be put out around the village and there will be a short commemoration at the war memorial at 10.30am.
c) Post Box at Bow Bridge – Royal Mail has not yet responded – the Clerk will chase up the enquiry.
d) New Filing Cabinets for Paperwork in the Village Hall – Cllr Stocks & Thompson will look through the old cabinets to see what paperwork is relevant and then a decision will be made as to how many new cabinets are purchased.

7) Reports.
a) County Councillor – Cllr Hawkins reported – DCC have proposed 5 possible options for local council devolution which have been submitted to the government. SHDC Overview & Scrutiny Group – SWWA sent two representatives who went through their plans for the next 5 years. It was proposed by the Committee that there is a lack of confidence in SWWA. This will be my last DCC report before the May elections, hopefully I will be back in May, many thanks to everyone who has supported me.

b) District Councillor – no report given.

c) Ash Meadow Recreation Ground.

d) Tree Warden – The Oak tree opposite the coronation plot at Tuckenhay, has a large branch which has come off, Mike Pearey is going to look at this and a report will be given at the next meeting.

e) P3 Co-Ordinator.
1) Bridge and works at Crownley Wood – Pam Macey reported that this has all been done, many thanks to Cllr Rogers, Cllr Throgmorton and helpers.

f) Defibrillator Group – nothing to report.

g) Emergency Plan Group – nothing to report.

h) Village Hall – quiz to be held on the 4th April.

i) Dart Harbour Commissioning Group – Cllr Thompson reported – the north embankment plan is currently out for consultation, this will be circulated to Cllrs for comments, Cllr Thompson will report on the Parish Councils behalf in support of this plan.

8) Planning Applications / Matters.

Applications received from South Hams District Council –
a) Application no 3768/24/FUL – Ashprington Court TQ9 7UW – Retrospective change of use of a range of redundant agricultural buildings to equestrian use together with car parking & provision of a sand school for personal & commercial livery use. Cllrs Rogers & Paterson have declared an interest. Cllr S Greaves took the Chair. Proposed by Cllr L Stocks that the Parish Council support the application with the recommendation that the conditions highways have suggested are implemented. Also funnelled lighting is used on the arena to stop light pollution in the surrounding area, all Cllrs in agreement.

Decisions received from South Hams District Council –
a) Works to Trees in a Conservation Area – No objections – Application no 0154/25/TCA – Tanglewood TQ9 7UW.

9) Correspondence –
a) Bob the Bus Community Transport – request for Parish Council donation. £200 Proposed by Cllr Thompson and seconded by Cllr Greaves with all in agreement.
b) South Devon National Landscape Management Plan – Zoom meeting on 22nd April – Cllr Thompson & Paterson will attend.

10) Highways
a) Portable Road Signs left on Bow Hill – these have now been removed.
b) White lines done on the road coming in at Bowden Pillars and also the hedge cutting of the lane into the back of Totnes – many thanks to Jackie Hodgson for getting this done.
c) Dog Bin – Many thanks to Hannah Throgmorton who has been emptying this.
