Minutes of the Meeting Held Thursday 5th June 2025
@ Ashprington Village Hall – 7.30pm

1) Open Forum –
a) WI Litterpick – this is done once a month through the Village, a letter has been sent to the Parish Council requesting funding for some warning signs to protect them whilst working on the road. Chairman – Cllr Rogers confirmed that this matter would be discussed later in the meeting.

5) Previous Minutes
Minutes of the Annual Meeting of the Council 8th May 2025.

The minutes have been distributed and read. Proposed by Cllr S Paterson and seconded by Cllr L Stocks with all in agreement. Duly signed by the Chairman – Cllr R Rogers.

6) Matters Arising
a) Post Box at Bow Bridge – Carried forward to the next meeting, the Clerk is speaking with a County Councillor and Post Master regards this.
b) New Filing Cabinets & Parish Council Paperwork in the Village Hall – Cllr L Stocks & Cllr P Thompson reported that they had looked through 20 years worth of documents, stuff with names and addresses have been shredded and anything needed to be kept will be put back into the cabinet.
c) Information Map at Tuckenhay – Cllr P Thompson reported, a map was produced showing the walks in the Parish, this is worn and needs replacing, a quote will be sought for this.
d) Climate Emergency – this was adopted by the Parish Council in 2019 after public consultation. Proposed by Cllr T Green and seconded by Cllr S Paterson with all in agreement that this stays adopted by the Parish Council, a copy of the document will be put onto the website.
e) Coronation Plot – Cllr P Thompson reported – the Parishioner who maintains this has not been well, currently another Parishioner is tending it, but it may be that this needs to come under Parish Council maintenance at some point in the future.

7) Reports.
a) County Councillor – S Rake reported by email – The Annual Meeting of Devon County Council on 22 May approved appointments to Cabinet and various other positions of responsibility (notably the Chairmanship of committees). The Liberal Democrat group, being the largest party, will run the Council, with other parties represented in Cabinet (Jacqi Hodgson from the Green Party) and as Chairs or Vice Chairs of several committees. Without an overall majority, the Liberal Democrat team will have to rely on the support of Councillors from other parties when bringing motions to the Council. For this to succeed we will need to work closely with other Councillors and be open, cooperative and transparent in our communications. Hopefully this will result in better policies, with a broad base of support within the Council.

On more local matters, I have made contact with our Local Highways Officer and we will be doing a thorough tour of the area soon. Please do get in touch if there are any roads of particular concern and I will add them to my already fairly lengthy list. I have already received a number of requests for support from my Localities Fund. I have arranged to meet the Officer who managed these budgets on Tuesday 10 June, and hopefully will be able to make progress on applications straight away after that. b) District Councillor – no report given.
c) Ash Meadow Recreation Ground.
d) Tree Warden.
e) P3 Co-Ordinator – Pam Macey reported by email – still waiting to hear if any P3 money from DCC has been awarded for works needed. The Clerk to ask DCC PROW whether the funding requests for 25/26 submitted by Pam have been accepted.
f) Defibrillator Group – Cllr S Paterson – replacement pads ordered.
g) Emergency Plan Group.
h) Village Hall – Cllr L Stocks – AGM held last month, New Secretary is David Sykes, the Hall is being well maintained with a wide variety of users, summer lunch being held this week.
i) Dart Harbour Commissioning Group – Cllr P Thompson reported – the saltmarsh broadwalk is now open to the public.

8) Planning Applications / Matters.
Applications received from South Hams District Council –
a) Information only no comment required – Application no 1398/25/ARC – Lower Sharpham Barton Farm, Ashprington TQ9 7DX – Application for approval of details reserved by condition 8 (LEMP) to planning consent 2310/24/FUL.
b) Application no 1425/25/TCA – The Hermitage, Ashprington TQ9 7UL – Remove Dead Tree. The Parish Council Support the application.

Decisions received from South Hams District Council –
a) Conditional Approval – Application no 3809/24/FUL – Land at SX 805583, Ashprington – Temporary agricultural workers dwelling.
b) No objections to Tree Works – Application no 0936/25/TCA – Ashprington House TQ9 7UW – Lawson Cypress Trees – Crown reduction to 4 metres high.
c) Conditional Approval – Application no 3768/24/FUL – Ashprington Court TQ9 7UW – retrospective change of use of a range of redundant agricultural buildings to equestrian use together with car parking and provision of sand school for personal and commercial livery use.

9) Correspondence –
a) Request from Ashprington WI – funding for Litter Picking Road Signs – cost for 2 signs will be just under £200. All in agreement that the signs will be purchased but they will remain the property of the Parish Council to be used as and when needed and kept in the Village Hall. Sign wording to say Caution Workers in Road.

10) Highways
a) Bow Bridge – Damage – C Cllr S Rake has confirmed that he has spoken to Lisa Colton – DCC Highways Officer about this.
b) Electric Cable over the Highway – from Chapel Cottage over the Highway, Cllr Rogers confirmed that this has been in situ for around 50 years but recently it has been insulated so its made it more obvious. No further action is needed from the Parish Council.

11) Finances.
